Manage Families
Manage Permissions
Manage Roles
Manage Users
Where can I find “Manage Custom Fields”

In v25.0.00.
Custom field has been moved to
Home > System Admin > Custom Fields
Also has lot of additional functionality compared to v20.
Thank you @kp9 for sharing your solution, I’ve updated the docs to reflect this change. Custom fields used to only apply to users, but in recent versions have been expanded to work in many other areas of the system, which is why they were relocated
