No doubt’s it is allowed for everybody to take a part in development and translation. So what steps should I do to start?
Is it needed to create a brunch at GitHub or what? Is it possible get acquainted with the russian team (in case the team exist)?

We would love to have you involved! Our translation work is done on POEditor, which is a collaborative, online environment for translating systems. I can add you to the team, and can also email you the contacts of the two others on the team. Please just email your details to support@gibbonedu.org.
Once you translate a certain amount, we can update the changes to GitHub, and you can download them and test them out on your own site. No need to create your own branch (POEditor gets us around that annoyance).
