Can favicon.ico be moved to the uploads folder so it is not overwritten with an upgrade/update?

Sure, I think we could make this change for v24. In the meantime, if you edit a copy of the /resources/templates/head.twig.html file, and place the edited copy in a theme templates folder (likely themes/Default/templates) then this will overwrite the theme file, and not be replaced on update.
