This is in report.twig.html in resources/templates
You can edit it and place it in a templates folder inside your theme and it will override the default file that is in the resources/templates, as that core file will be overwritten on updates, but theme template files are not.
Should I create a folder called templates in /themes/Default?
The answer must be Yes. It appears to be working.
