Help Desk Error - Student can resolve the Issue

In the Help Desk module, a student opens a issue and is allowed to resolve it.
The permission for the student is only for open and list the issues.

Yes, this is the expected behaviour. The person who creates a help desk ticket is always able to decide when it has been resolved. Sometimes this can happen because they find a resolution themselves, and sometimes this is in response to the reply from the technician. Just because a technician replies doesn’t mean the issue is guaranteed to be resolved, so the person who made the ticket can read the reply and choose to resolve their ticket if the solution worked for them.
