I changed the default export file type in Data Admin Settings from xlsx to csv but all the files are still being exported in xlsx format. Did I miss something?

Data Admin only exports the structure… I want to export the files with all the user data in it in csv format

The Data Admin module (and more recent addition of the Import from File action in System Admin) are designed for importing data into the system. To get data out of the system, your best bet is the Query Builder module from the Extend page on the Gibbon website: https://gibbonedu.org/extend/
